I wonder if using groundwater pumped away from the building’s basement or foundation to use in flush-toilets and urinals instead of potable water is a way to achieve Water Efficiency Credit 2, Innovative Wastewater Technologies?

MKK, this is specifically allowed for WEc1. I don't know of language that specifically allows it for WEc2, but given the precedent I would think it should be allowed. Note that this is only for water pumped away as a nuisance—wells to collect groundwater are not allowed.
