Project is a new gallery to be built within interior of certified LEED-EB:O&M Museum. Client believes EBOM certification covers remodel of new gallery. Team advising necessity of registering as new LEED-CI project as HVAC will be separate from existing building HVAC and old gallery completely gutted except for structural columns. Gallery is walled and therefore LEED project boundary can be easily identified. Ownership is 100% by city. No "tenant."

How large is the gallery relative to the size of the entire building?

Hi Tristan,
Entire building approximately 150,000 square feet.
Complete gut and new independent system for approximately 15,000 square feet.
Early stages of design. Discussing adding addition of 2500 square feet of secured, conditioned storage.

Seems to me that this fits with LEED-EBOM. Square footage is not large enough (40%) to justify considering a design and construction rating system. Could it be LEED-CI if they wanted? Maybe, I'd have to check the rules on ownership, but it sounds like they don't want that.
