We have a concrete floor, and we plan on putting a coating on top of the concrete finish.
My question: For compliance with LEED 2009 IEQc4.3 (flooring systems), is it enough to have the VOC content of the floor coating compliant with IEQc4.2 (paints and coatings) requirements? Or do we have to test the emissions of the coating as per California Department of Public Health Standard requirements?

Yes, or should I say both. VOC content of the floor coating compliant with IEQc4.2 (paints and coatings) requirements is required to be tested the emissions of the coating as per California Department of Public Health Standard requirements.
