Exterior window shades controllability

To meet this requirement: "In private rooms, provide occupant controls that are readily accessible from the patient bed for exterior window shades, blinds, and/or curtains" Does this mean for all shades or could this credit be met by controlling a black out shade ONLY from the bed? Or would both layers of shades be required? The 2nd set of shades would potentially have 3 positions of control that would either be controlled by the patient or by BAS per solar control.

I would think that being able to operate the one set of shades from the bed would be sufficient. You may want to call the GBCI for a clarification when more than one set of shades is present. They may want to see you prioritize the black out shades over the glare reduction shades.
