With the advances in exterior LED lighting drivers and controls, would it make sense to look at dimming exterior lights down to say 10% in lieu of turning them off completely from midnight to 6am as an alternative option? I haven't run any photometrics, but I would think that significantly reduced fixtures would be less than the light of a full moon and not impact bird flight patterns.
