EBOM-v4.1 WEc1:Water Performance

Existing Building with no water usage

I have an existing self storage warehouse in japan to be certified under LEED v4.1 EBOM. It has no regular occupants and no water fittings. How do I comply with the Water Performance prerequisite? 

Is the building exempt from the prerequisite and scores 0 points?
