Homes-v4 SSc1:Heat island reduction

Exemplary Performance for Heat Island Reduction

Why in the checklist, it is said that Heat Island reduction for LEED for Homes is applicable for exemplary performance. Why here in the Guide it says it is not applicable?

Looks like an error, but it does seem that it is not applicable.
