In this groups experience, are you able to apply for Exemplary Performance (in Design Review), then if it is not awarded, substitute this credit out for another Innovation credit (during the Construction Review)?

Yes, you can replace Exemplary Performance (from Design Review) with another Innovation credit (in Construction Preliminary).
