The project is in Ho Chi Minh city - tropical climate, so there is no demand for heating and the office will use only electricity.
According to reference guide, for project not doing energy model, the annual energy cost must be calculated by using data from CBECS table, which includes both electric and nonelectric energy. However, we know the project won't have gas services, so can we just use total electric energy consumption in Table 2. CBECS building energy intensity data to calculate the total annual energy cost?
By the same argument, for REC and carbon offset, can we be exempted from buying carbon offset?

Yes you are only required to address the fuels used by the project.
