Could it be that there is an error in the international tips section? It states for projects outside the US the baseline is based on ASHRAE 90.1, then it states projects outside the US are expected to meet regional performance requirements.
I can't do both if regional requirements are not AHSRAE 90.1, can I?

Tristan, I actually meant to post it here. The section I am wondering about is International Tips, Option 4 Whole-Building LCA which covers the baseline of the LCA model. More exactly, it covers the energy performance requirements of the LCA baseline building.
I am wondering because in many countries the energy performance requirements will differ from 90.1 and my understanding of that section is requesting projects to base their LCA baseline on both 90.1 AND local requirements which seems to be impossible. In Germany, the energy savings ordinance requires (as far as I can tell) lower U-values than 90.1, leading to thicker insulation layers, leading to higher environmental impacts.
I think the error is in the third word of the first paragraph, that would need to read "For projects INSIDE the U.S. pursuing this option...".
If anyone can confirm my understanding I will forward this issue to the correct channels and ask for a change by addendum.
