Does blue wrap recycling qualify for innovation credit?

Is blue wrap recycling considered exemplary performance or does it get encompassed by the prerequisite?

No, it is part of the pre-requisite. Most hospitals have more extensive recycling programs that the pre-req requires. Note that the facility does more than required. Also, in general, you can't get an EP point out of a pre-req in any LEED program.
