Yes, follow the IEQc4 limits for work within the CS scope. According to CS Appendix 4 from the BD&C LEED Reference Guide, you can get Exemplary Performance for requiring tenants to meet IEQc4 in the tenant guidelines. You don't have to document that they do so.
