Different Water-Pressures

Hi,

I am working on a project in Poland and the standard water pressure in the building as provided by the water supplier is at 2.8 bar or 40.6 psi. How can we adjust it to create a comparison to the required 60 psi as given in the IPC?

Can we just calculate what will be the flow rate at 60psi?

Will the reviewers accept a spreadsheet as a plumbing fixture schedule in lieu of the plans from the Construction Documents?

In LEED review comments I've been referred to the Water Use Reduction Additional Guidance document. I didn't know this was a required reference document.
