Looks like Pilot Credit 4 is limited to Hospitals and has a very narrow scope.
How about providing an additional Pilot ACP that would test out an Alternative Compliance Path for DCV in EB O&M?
This would apply to IEQp1 & IEQc1.3.

Pilot Credit 4 is not limited to hospitals, although healthcare facilities are one possible application of the credit. As the credit states, applicable rating systems include new construction and commercial interiors projects, including schools and core & shell projects. The suggestion to provide a similar pilot credit for the EB O&M rating system is currently under consideration by the USGBC.

I see...the "Birds eye view" page of this website referred specifically to Hospitals, that was the source of my confusion.
Here's the link to the full credit write-up, hope this helps others: http://www.usgbc.org/ShowFile.aspx?DocumentID=6329
Also, a note to the LEEDUSER author/editors: the subsection, "D&C rating systems - Although developed in a health care context, PC5 and PC6 are open via IDc1 to all projects using these LEED 2009 rating systems: NC, CS, CI, and Schools" does not refer to this Pilot Credit (presumably PC4) so that should really be corrected.
Here's hoping that EB: O&M adopts this pilot credit or something similar!
