Based on these comments it seems to me that you are saying blower door tests are required for any residential projects, whether smoking is allowed within the building or not. Does this answer my question already posted to NC - IEQp2?

Brittany, the guidelines posted here are not intended to address the question you posted over on IEQp2. The guidelines here are for your use if you need to pursue air sealing and blower-door testing. We still think you might be able to avoid this in your project—have you proceeded further with that or learned more?
