I'm working on a huge existing Mall, Is the commingled waste approach accepted in LEED V4.1 for the Waste Performance prerequisite?

The Beta Guide requires ''Have in place storage locations for recyclable materials, including mixed paper, corrugated cardboard, glass, plastics, and metals. Safely store and dispose of batteries and all lamps (indoor and outdoor, hard-wired and portable fixtures)''.

If they contracted a hauler that will take the commingled recycling and provide a report of the diversion rate on a monthly basis, is it acceptable that they don't provide recycling bins in public areas nor Storage areas throughout the project?
