Can a credit in one rating system be considered ID in another?

Can a credit that occurs in one rating system be considered an ID credit in another rating system if there is no equivalent credit? The example: I am using LEED – NC. LEED Healthcare has a credit WE 4.3 Water Use Reduction – Food Waste Systems. We may qualify for that for our project (I don’t know the parameters). The fixtures in question (commercial kitchen sinks) are not covered in the regular water use reduction credit.

Yes, it is common practice to use a credit from another rating system as an ID credit, when that credit covers something that is not in the scope of your rating system. As with any ID approach there is no guarantee of success here, but I would consider it a very strong approach. It's especially nice to be able to use the LEED Online forms and documentation requirements from the other system (HC in this case).

I think it's wise to only stick to the credits from other rating systems that are listed in this "tips" document, page 27 ... all others are approved "on a case by case basis" so you can't count on it unless you get it approved via a CIR. http://www.gbci.org/Libraries/Certification_Resources/LEED_Project_Submittal_Tips-NC2009.sflb.ashx see LEED Interpretation 5500 here- http://www.usgbc.org/leed-interpretations?keys=5500
