Our project will include a renovation and expansion of an existing building on an existing peer in the ocean, so it meets MPR 1, but the owner plans to add a new peer to build a parking lot adjacent to the building. This parking lot will serve the LEED building, so we believe it is required to be included within the LEED boundary.

I would say it's not eligible.
Worth double-checking with GBCI as it's such a fundamental question to the project.
