Do the same restrictive rules apply to the Building Envelope CxA as they do to the MEP CxA? I don't see any detail about this on the USGBC site. Can the BE CxA be an individual from the same firm as the design firm, but from a disinterested POV? Many design firms have BE CxA functionality from within and makes no sense to outsource if they don't have to.

I don’t see any indication in the LEED Reference Guide that different rules apply for the BECxA. It says that you can (and perhaps should) have different CxAs covering different scope, but it also says that the basic table “Who can be the CxA?” shown in Fundamental Cx applies, and it doesn’t allow what you describe under Enhanced.
