Stephen, for this credit LEED defines "base building" equipment as basically anything in the building with more than 0.5 pounds of refrigerant. This is defined and discussed in detail in the Checklists tab above and on page 209 of the EBOM Reference Guide.

Under Equipment location - the drop down menu states 'The LEED Project only' or 'Central Plant', I'm assuming if the equipment is within the building to put 'The LEED Project Only'?
