I have a steel fabricator applying a primer (grey) to the bar joists and steel for my project at thier facility. Do they still need to comply with the VOC limits set forth under Table 1 IEQc4.2 (250g/L) if they are applying the primer off site?

No, they don't. It's site-applied finishes that are covered here.

Thanks for the help Tristan. I was concerned because I will have areas exposed to structure inside the building. This will also help on interior signage which has a factory applied background paint.

Hello,
I have a question that I think add-up to the one posted by Michael E.
In one of our projects, the primer for the steel structure (exposed to the interior of the building) was applied off-site. But, after the welding process (on-site) we need to apply anti-corrosive primer to some specific parts of the structure. How should we manage this? The contractor is not sure if the VOC compliant anti-corrosive primer will be compatible with the primer applied off-site.
