Allocated Parking Space but Need to Pay

Hi , We wish to attempt case 1, option 2, no subsidy. In the tenant contract, it mention, the building owner will allocate 17nos of parking space which each parking space will cost the tenant USD 50 per months/each. the tenant will offer this to the employee but the employees need to pay for the parking space. Are we qualify to get this 2 pt, as there no subsidy from tenant aka project's owner?

No, you would not earn the credit this way. The requirement is not to have parking provided, allocated, or subsidized. If it is allocated but not subsidized, that does not meet the requirement.
