I don't believe putty can be categorized as an adhesive or a sealant, but the proposed putty in our project has a VOC of 161 g/l and is being used for filling nail holes and other defects in refurbished wood windows. It may not seem to be a large amount, but we do have eleven stories of wood windows. Does this fit anywhere or is it ignored by LEED?

It would be considered as an architectural sealant, max VOC 250 g/l, under 1168, much like a grout or a mortar.

Yes, the key is the SCAQMD-1168 definition that a sealant has “adhesive properties” and “is formulated primarily to fill, seal, or waterproof gaps or joints between two surfaces.” Wood putty fits this definition.
