Hi Carina,
If food is sold or provided by the owner, then the dishware requirements, including cup size, should be adhered to. I think you would be hard pressed to find coffee/tea mugs or water glasses larger than 16 oz anyways (most "pint" glasses are actually 14.9 oz). Having said that, the intent isn't to limit the serving for water, but if you offer a water glass and also offer other self-serve beverages, there may not be a reasonable way to prevent occupants from using the XL water glasses for other beverages.

Hi Carina,
I thought I would add this just in case as I have seen many projects go through the effort to meet Part 2 but do not serve food. Projects must meet Part 1 and Part 2 to pursue the Feature. Per FAQ #25173.
