I have a 4 floor building in china, it’s a manufacturing facility. In short, they will construct the entire building (core and shell) but will not do the interior of floors 3 and 4 until “they feel the time is right”, they said 2-5 years. My problem is they are steadfast on obtaining New Construction certification. Is this possible? Or do you need full build out of building? How would I calculate FTE or do commissioning? Has anyone run into this problem before? many thanks!
