Our building uses 100% well or non-potable water. We are pulling the water analysis but even if we aren't meeting the fullest number of cycles, we aren't using any water from the municipal source for cooling tower make-up. Would we consider this special circumstances? I think we should qualify for full 3 credits, even if we don't meet the cycles, the water in Florida is hard and requires more blow-down.

Elizabeth, I don't really see it being special circumstances. The credit is focused on potable water use, not municipal water use.
We are using neither municipal or potable well water. We are using 100%non-potable well water. It worked out as the 20% plus our treatment and cycle option gave us the three points. However, I think there should be some consideration (exemplary performance) for those that use 100% non-potable water.
It's my understanding that LEED considers Well water potable.
