With respect to social health and equity, BIFMA recommends third party certification at the product level. The product manufacturer may conduct it's own social responsiblity audits versus a requirement for third party audits within the supply chain. Third party supply chain audits will be too costly, difficult to determine thresholds (e.g. what level of spend triggers an audit), etc. 

At minimum, clarification is needed to ensure consistency of implementation from one manufacturer to another.
