Sub-Metering for small service buildings

I have a question from our Electrical Engineer that I am unsure on. 

Our building has several small service buildings at the rear of the property. We understand that we need to include these buildings' energy use, but unsure if they need to be sub-metered. 

For example: Space heating represents >10% of the energy use, so it is sub-metered within the building. But the small service buildings have their own panels. Do we need to add sub-meters to the lighting on each panel in the service buildings as well, even if they represent a very small percentage of the overall space heating in the project?

If the small service building are within the LEED project boundary and are considered a part of your LEED prject then yes. It would be the overall energy use in your energy model and the overall energy end use reflected within that model tells you what needs to be submetered.
