feasibility for USACE projects

The credit can be documented and achieved for USACE projects, and it is in line with Army customer increased attention to resilience. However, there is little to no feasibility for the building design team to implement any strategies since the siting of projects is done prior by a differnt organization. Army programming needs to get in line with Army sustainability requirements.

Agreed. And not just the siting but the budgeting. To be successful for USACE projects, this credit would need to be incorporated during the planning / DD1391 development, which is a different contract and a different firm than the DOR for the design of a project. Credits that span multiple contracts are generally difficult to manage and successfully implement.
