We have a hotel project, the use of high-grade wallpaper, valid for more than 10 years, can be counted as permanent installation materials

Yes it would count. You'd also need to include it in the low-emitting Walls category if that is a category you are pursuing.

Dont' forget to include any wet applied adhesives used for installation or trim work.
