Water source heat pump with cooling tower and boiler

Hi all!

We have a project located in a building that provides a water loop for each tenant to connect its water source heat pump.  This loop includes cooling towers and boilers to maintain the temperature within the desired range.  

For tenant level metering (option 1), the project will have its own electric meter that would measure all energy used within space.  Does the project need to include an energy meter to measure their corresponding load in the common water loop?

Yes. The electric use of the tenant heat pump does not capture all of the energy used to condition the space. The portion of the base building systems consumed within the tenant space should be measured as well.
