Regarding Energy Simulation

One of our data center projects has an electrical room. This electrical room didn't have regular occupants.  In this case, do we need to provide fresh air for that space? 

In Ashrae 62.1 (2007), the electrical room has been mentioned, but in Ashrae 62.1 (2010), there is no separate room as an electrical room. If we are designing as per ASHRAE 90.1 2010, is it necessary to give fresh air? If yes, what will be the fresh air rate need to provide

An electrical room which is not intended to have regular occupants would be considered a non-occupied space and would not require fresh air to be provided.
