Uplights in an LZ0 zone

Can the percentage values prescribed in the "Maximum allowed percentage of total luminaire lumens emitted above horizontal" be taken as time-related? For example, if we have uplights in a LZ0 project and we provide a strategy to turn off these lights before curfew (ex: by 10PM the lumens emitted shall be zero), can that action satisfy the requirement?

No, they can not be taken as time related.  Nor EM only lights, nor motion sensor lights.  The only exemptions are listed at the end of the credit.
