Given that all reference guide requirements are met concerning the actual equipment that is installed, is a project required to own and operate the EV chargers or could they work with a 3rd party entity that would own and operate them?

i would expect that 3rd party owned/operated EV charging stations are LEED compliant, as there is no language to dis-allow this.  When we complete the documentation for this credit we are never required to verify who owns the charging stations...so i believe you will be ok.
