Are lobbies in residential apartment/condo buildings considered multioccupant spaces and thus subject to comply with lighting controllability requirements if pursuing this credit? These spaces are typically transitory environments, with people passing through; access to controls could present a safety issue. Similar concern would apply to EQc Thermal Comfort.

The LEED BD+C Reference Guide EQ Section Overview, found here, lists examples of nonregularly occupied spaces including Lobby (except hotel lobby). Only regularly occupied spaces are subject to interior lighting, daylighting and quality views credits. There is also a handy chart in the EQ overview explaining which space categories apply to each credit.
