Hi All!
I read the definition of zero lot line and have a question, does the basement count as construction area?
For example, my building has a basement that takes up the entire land area (100%), but the tower of the building (above the ground) only occupies about 60% of the land area. Will my project be considered a zero lot line?

For SSp1, the zero lot line question is really about whether you are disturbing the land and therefore need to address erosion and soil protection. If this is a new construction project, you will need to develop the full ESC plan for the basement excavation and any land disturbed for the tower construction. If it's a renovation or the tower is built on an existing basement, your ESC plan can be more limited (e.g. addressing construction vehicles entry, protecting undisturbed land from damage).

Contact the local municipality and ask them to send you a copy of a template SWPPP-Storm Water Pollution PRevention Plan. If not a quick way to find one is request a copy of approved plans from a comparable project nearby that has undergone recent approval. These are typically done my a Civil Engineer as the AOR never want to handle it for the client. You want one developed for an urban downtown project and can use templates from other municipalities as well. These links below should help get you started, but if the outside 20 ft of you project is paved or concrete or undisturbed, just use a construction fence and sandbag berm.
