For EAp3 Building-level Energy Metering on a LEED v4 project, does a propane tank need a meter to meet the requirements of this prerequisite? Would monthly fuel delivery invoices be sufficient to document consumption?

It needs to be metered. Perhaps you could develop a methodology that would determine monthly usage depending on what the fuel is used for. For example if it is for space heating you might be able to use degree day calcaulations to estimate usage. Not sure that would be acceptable however.
