For a building with individual systems per unit, does every single system need to be commissioned?

Fundamental Commissioning requires the CxA to review the OPR and BOD and design documents.

Why does the Fundamaental Commissioning LEED Online template require the CxA to list the "Date of CxA review of CONSTRUCTION documents"?

That's one of several inconsistencies I've noticed in this credit that haven't been addressed in addenda.
The credit language also indicates the Cx Provider develops the OPR and BOD. In the next paragraph, we just review them.
If you ask ASHRAE, we review it, we verify it, we may even provide a format for it but we're not responsible for creating it.

Yeah I'm confused by the credit language as well. Is the design team responsible for reviewing the OPR? Is that first created by the owner rep so that the design team can review? Is the design team responsible for creating the BOD
