Can we benefit from the building reuse of a single tenanted building?

We are working on a single tenanted building. The building was gutted prior to the start of tenant negotiation. We are using the stairs and elevator (about all that remains). Can we take credit for the building shell in this case? The owner is making improvements to the envelop such as new windows and interior insulation.

Using the detailed guidance for v4, since it doesn't texisit for v4.1, I don't think so.
