With the "retain on site" verbiage is there no longer an option to retain off-site? I have a project in a development that previous buildings have met the LEED 2009 stormwater quality and quantity requirements through use of a landscaped and ponds feature sized to handle stormwater for the entire development. The central landscaping/ponds feature is not inside the LEED boundary of any past buildings, nor will it be for future buildings.

Hi Allen, I tried to demonstrate credit compliance with an off-site retention basin. The credit was denied because LID and GID must be located onsite.

Green infrastructure, by definition, is small draianage areas managed by BMPs that treat runoff at the source rather than conveying elsewhere.

It's definitely not necessarily an easy path to take, but there is an alternative compliance path available for this credit in the Pilot Credit Library:
