Multi floor Office Building - Can each floor be flushed as it gets installed?

Dear colleagues,

We have a multi-floor Office Building.  Can each floor be installed with furniture then flushed, starting at the ground level then moving up.  This is to accommodate a tight schedule.  Each floor has fan rooms.
