Is it possible to change our rating system even if our design review has already been submitted and we got the feedback ?

Our project is currently under the LEED NC 2009 BD+C rating. We chose this rating because the owner was initially fitting all spaces.

Eventually the owner will rent the project and let the tenant do all the fittings including toilets furniture. We think that it would be better to go under a LEED BD+C core and shell rating, however we don't know if it is possible to switch at this stage of the project.
