I have a doubt that wheater a project can earn this credits if only rainwater reuse system is used in the project, no permeable paving, rain gardedn and other infiltrate measures.

Hi Xin, onsite reuse is an acceptable strategy for this credit. You don't need to have other measures in place if you can meet the threshold with reuse. But - if water reuse but its not enough to meet the threshold, you'll have to implement additional measures.
