You copied the wording from the exemption but are still asking for guidance. That make me think you are trying to force fit a light into the exemption. I consider transportation light in this exemption as any light that conveys information to the driver. Are you just providing area light on the ramp so the drivers can see where they are going or are these lights informational, like arrows, stop lights, pavement perimeter marking, hazard warning strobe, etc? Area lighting is not specialized. What are these lights doing that is specialized to help the driver?
