I am trying to pursue Green Power and Carbon Offsets credit. I am curious as to the date of the cotnract- can the RECs be purchased during construction or does it have to be from substantial completion forward?

Hello Marcus and Carolina, can you please clarify ?
Does the 5 year time frame need to include the occupancy date, or do the RECS have to START at substancial completion/occupancy?
We would like to buy during construction on a 2-year construction timeline, and want to make sure we are not penalized by purchasing too early...
