Can someone with commissioning experience for LEED CI projects and LEED O+M Existing Buildings be qualifed to be commissioning agent for a new construction?

Maybe. Here's the relevant requirement: "The CxA must have documented commissioning process experience on at least two building projects with a similar scope of work." "Similar scope of work" could encompass building systems that are similar to the different projects, not just the specific LEED rating system. So -- there is some area for you to interpret the requirement for your project.
