I am curious to revisions and changes that may be present for LEED version 2009 with Steel manufacturers that claim their products are a Mix of BOF and EAF processes. The EAF process yields much higher recycled content claims and BOF sometimes much lower. Is it allowed to then take an average between the two. In the past a project was only allowed to claim the lowest % in a range. This seems extremely unfair given the product could have a mix that truly contains a much higher post consumer and preconsumer recycled content %.

Can a project team take an average when a manufacturers documents claim the combined steel is likely partially EAF and partially BOF process?
