I am curious to revisions and changes that may be present for LEED version 2009 with Steel manufacturers that claim their products are a Mix of BOF and EAF processes. The EAF process yields much higher recycled content claims and BOF sometimes much lower. Is it allowed to then take an average between the two. In the past a project was only allowed to claim the lowest % in a range. This seems extremely unfair given the product could have a mix that truly contains a much higher post consumer and preconsumer recycled content %.
Can a project team take an average when a manufacturers documents claim the combined steel is likely partially EAF and partially BOF process?

National or industry averages are not allowed to be used to determine recycled rates in LEED v2009, it must come from the manufacturer. If the manufacturer provide a recycled content range for their product, you must use the lower number. If they cannot or will not provide any recycling information for their steel, you can claim 25% post-consumer recycled rate without any backup.
