has anyone ever had a situation where a you had turf in a space that was not an Athletic Field or Playground but was used for assembly, speaking, performance type space. Think of a small amphitheatre that has turf topped concrete benching.

Has anyone ever seen something similar qualify for exempt due to the use?

We have a similar situation for an assembly space for weddings and events at a zoo; turf irrigated by an adjacent lake, fed from storm runoff. Now I'll dig through the reference manual for any reference to the acceptability of turf. A small oasis of turf is a necessary respite in the Sonoran desert region.
