Our project is a complete interior renovation of an existing facility on a college campus. The project building has an established site that is turf grass, trees, and shrubs but no work is planned on the site, our LPB is essentially the building perimeter as all the work is being done inside. The only work planned on the site is to return anything disturbed back to the way it was. 

Does this make the WEp1 prerequisite not applicable to our project?
