In a LEED v4 CI project, we have a floor that will architecturally stay the same. New HVAC and new lighting fixtures (same ceiling and placement though). The floor core will be gutted (new finishes, new elevators, new restrooms, AND new electric panels).
Although new electric panels will be installed, the circuits in the walls will remain and will connect to the new electric panels. Section 8.4.2 Automatic Receptacle Control would apply to these spaces for new construction or complete system replacement, however, Section 8.1.5 states that "Compliance shall not be required for the relocation or reuse of existing equipment at the same site".
I don't think these spaces are required to be brought up to meet this code requirement (it's meeting HVAC and lighting requirements though). Has anyone been through this scenario and concluded otherwise?

I agree, the project's scope would not trigger this mandatory requirement.
